OUR BEGINNINGS

The Office of the City Building Official was created as a separate and distinct office from the Office of the City Engineer on January 1, 2018 by virtue of City Ordinance No. 856 by merging the Zoning Division of the Office the City Planning and Development Coordinator and the Building and Public Safety Section of the Office of the City Engineer. Engr. Rex G. Bundac, was designated as the City Building Official of the City Government of Puerto Princesa who is primarily responsible for the strict implementation and enforcement of the provisions of the National Building Code of the Philippines, as well as its Implementing Rules and Regulations (IRR), Zoning Ordinance and other related laws, ordinances and issuances.

MANDATE

  1. Responsible for the administration and enforcement of the National Building Code of the Philippines known as Presidential Decree 1096, its IRR, Philippines Green Building Code (Referral Code of PD 1096), Accessibility Law (BP 344) and other supplementary and related laws as well as the enforcement of orders and decision made pursuant thereto.
  2. Accountable for the strict Implementation of the City Zoning Ordinance (City Ordinance No. 560) and other related ordinances, laws, rules and regulations passed by the Sangguniang Panlungsod and the Housing and Land Use Regulatory Board (HLURB).

VISION

An organization that promotes and protects the health, safety, peace, comfort, convenience and general welfare of the inhabitants of the City of Puerto Princesa through strict implementation of all building safety standards and policies on an accessible built environment.

MISSION

  1. To safeguard life, health, property and public welfare, consistent with the principles of sound environmental management and control, and also possess technical competence to convincingly institute effective, viable, affordable, flexible and responsive good building practices in our well-informed and participative communities.
  2. To harmoniously guide, control and regulate the growth and development of public and private lands in the City of Puerto Princesa in accordance with its Comprehensive Land Use Plan and other governing national policies.

WHAT WE DO

Pursuant to Section 207 of PD 1096, the Office of the City Building Official and its respective Divisions and Sections has the following duties and functions:

City Building Official (CBO) is primary responsible for the strict implementation and enforcement of the provisions of the National Building Code of the Philippines, as well as its Implementing Rules and Regulations (IRR), Zoning Ordinance and other related laws, ordinances and issuances.

Assistant City Building Official (ACBO) assists the CBO in the strict implementation and enforcement of the provisions of the National Building Code of the Philippines, as well as its Implementing Rules and Regulations (IRR), Zoning Ordinance and other related laws, ordinances and issuances.

Land Use and Zoning Division –  In-Charge in monitoring of existing projects within the jurisdiction of the city and issue notices of violation and show cause orders to owners, developers or managers who violates the zoning ordinance and other related laws.

Building and Public Safety Division –  In-Charge in monitoring of existing projects within the jurisdiction of the city and issue notices of violation and show cause orders to owners, developers or managers who violates the provisions of the National Building Code of the Philippines and other related laws.

Administrative and Records Section – In-Charge in providing administrative support to the overall operations of the Office of the City Building Official for the implementation of the provisions of the National Building Code of the Philippines and its referral codes, the City’s Zoning Ordinance and other related laws.
